2017 Rules Change Proposals Results

The following are the results of the 2017 Official Rules Review.

The theme for this Official Rules review was once again stability and retrenchment to continue EC support of the code base without additional complex change.

Updates will be made to the Official Rules tomorrow and I will update this thread when they are complete.

2014-2016 Discussion/Implementation Deferred
  • Defeated (The EC voted to once again side-step implementation. If this is a change the league wants, then a GM can propose it again in the future and volunteer to head the group to gather data and work with those able to code at the time to implement.) Move to WAR-based calculations for 2017.
  • Confirmed: 2016 Rollout (Implementation for 2016 and Official Rules to be updated.) Consider mimicking the way MLB handles Rule 4 draft order (worst-to-best record regardless of playoff performance)
  • Defeated (This proposal can be raised again when the league is in a position to code a completely different solution. It is not in such a position and is unlikely to be for the foreseeable future.) Consider eliminating Tier 1 Free Agency
  • Confirmed: 2017+ Rollout (Roster should be at 52 now and continue to increase by one each season until the roster limit is 55.) Consider establishing a Working Group to devise a strategy for larger rosters with actual options, 40-man rosters, and Rule 5 implementation consistent with the vision of the league (somewhat realistic, not too complicated to implement or work with, and increases the fun of the league as a whole).
MLB is moving compensation picks to a point in the draft that render them irrelevant in DMBO given our draft pool and draft length. This essentially renders moot from the realism standpoint. Given that compensation picks are not something that I feel make sense from a realism standpoint in DMBO, there is currently little reason to add competitive balance picks. Neither of these would be difficult to add from a coding perspective, so the current position is based purely in the realism/playability model and approach.
  • Defeated Consider resurrecting compensation picks.
  • Defeated Note: Qualifying offer mechanism discussion tied to compensation picks
  • Defeated Consider adding competitive balance picks to the Summer Draft.
  • Defeated Adding 10 or 12 competitive balance picks as detailed in the previous thread. With the stipulations of both: 1) The announcement of which teams received a CB pick would not be known until a week or two  before the start of the Summer Draft; 2) CB picks can not be traded or sold; 3) Half the CB picks would occur after Round 1; the other half after Round 2; 4) No team gets more than 1 CB pick per year.
  • Defeated Detailed proposal forwarded to EC on 11/30/15

2017 New Proposals
  • Passed (The following will be added to Official Rules VIII.C.1.b: “who have not surpassed 130 MLB AB or 50 MLB IP as of the beginning of the current season”) Assess and Consider Need To Update Summer and Winter Draft Eligibility Criteria
  • Passed (The Official Rules will be amended to explicitly mention a one week deadline (i.e. next roster lock deadline)) Consider Need To Clarify Roster Violation Timeline(s)
  • Passed (The Official Rules will be amended to allow any player on a roster to be on a playoff roster (provided they have a rating) and follow MLB by not counting playoff appearances against service time accumulation.) Consider Need To Clarify Post-Season Rosters Rules
  • Defeated Consider Restoring Compensation Picks (for Lost Free Agents)
  • Defeated Do We Handle International Free Agents Well Enough?
  • Passed (It was recognized the league has been regularly trading cash for picks after the deadline and throughout the season without anyone flagging these as Official Rules violations. The EC voted to amend the Official Rules to officially permit trading picks for cash.) The rules, as currently written, do not allow trading draft picks for cash during the season ("Regular season trading is limited to Players, any portion of Player salaries, or picks in the Draft of Unaffiliated Players."); we should probably address that.
  • Defeated/Temporarily Defer (The EC voted NO to changing irrevocable waivers, but to DEFER automatically releasing players who have been DFA until the EC has sufficient time to address the change (late-March/early-April)) For waivers, consider either changing irrevocable waivers or adding a third type of waivers such that the waived player is automatically released after the waiver period if not claimed (this would automatically apply to any player designated for assignment)

2017 Wording Corrections/Clarifications
  • Clarify player cuts and roster freeze wording
  • Official Rules V.D still references submitting tendencies using a spreadsheet
  • Official Rules V.H.4-6 needs to be updated based on the new way of calculating salaries for pre-arbitration and arbitration eligible players
  • Official Rules V.H.9 needs to be updated for the new (as of several years ago) LTC calculations
  • Mirror Summer Draft pick trading limitations in both Trades and Summer Draft sections

2017 General Improvements/Updates
  • Passed Release the Financial Model spreadsheet (as-is with no IT or other support)

Thank you to the EC for all your hard work. I would volunteer to be a member of the working group for larger roster, options, ect.

The Official Rules have been updated now, with the exception of the wording for (Pre-)Arbitration/LTC wording updates (which I have ask for some assistance with). Flag anything missed here and I will correct.
