2015 Rules Change Proposals Results

The following are the results of the 2015 Official Rules Review.

Updates will be made to the Official Rules by early next week (hopefully, earlier) and I will update this thread when they are complete.

2014 Review Deferred
  • Did Not Pass (Working Group To Be Created) Consider incremental increase in Roster Size from 50 to 55 by raising limit by one player per year for five years, which would have lessened the sudden impact. The EC needs to ensure it reviews the wider roster management picture and/or issue(s).
  • Did Not Pass (MLB financial landscape appears to be changing again and nature of very long contracts shifting again, too; now is not the time to add further complications to LTCs) Consider allowing GMs to propose another LTC to expiring LTC contracts in the vein of contracts given to Votto, Braun, and Longoria, as this appears to be a new dynamic in long-term contracts in MLB.
  • Did Not Pass (Cost-controlled free agents now available with little to no service time eliminated one purpose of the Winter Draft. Further, we see fewer and fewer players like Pablo Sandoval entering the league as free agents and being signed to long-term contracts, which one another of the original reason for creating the Winter Draft. Additionally, the Rule 5 proposal for a second round was considered but would add more coding time to implement alongside a host of other coding projects.) Consider adding a second round to Winter Draft. (Update: Consider using a second round for a form of Rule 5 draft as suggested in this thread)
2014 Implementation Deferred
2015 New Proposals
  • Passed Consider allowing September trading
  • Did Not Pass (If we were to implement a 60-day DL, it is difficult to imagine a scenario where anyone would use it. Would we ever give up 20+ days where a player is healthy and could be playing rather than make a roster move or use an internal replacement? We did not see it. So implementing the proposal would be a lot of work for no meaningful benefit. Additionally, a 40-day DL has no basis in reality. And neither a 40- nor 60-day DL exists in the DMB software.) Consider adding a 40-day DL option to the current-15 day DL (with the difference being the 40 day DL does not count towards the 50 man roster limit) and allowing teams to pick up a Tier 3 FA to fill in for players on the 40-day DL
  • Did Not Pass (There are currently two ways to pay off a bad contract and the Official Rules eliminate the contract in the unfortunate case of a player death. There is no compelling reason to add more options.) Consider more flexibility in paying off long-term contracts for released players
  • Passed (Implementation is planned for 2016 given the level of picks traded for the 2015 Summer Draft) Consider mimicking the way MLB handles Rule 4 draft order (worst-to-best record regardless of playoff performance)
  • Did Not Pass (This specific proposal did not pass. However, the EC agree that changes to the two-tier free agency model is worthwhile, especially, if we can better leverage GM Desk capabilities. The target is to trial a new model for the 2016 season.) Consider eliminating Tier 1 Free Agency
  • Did Not Pass (The consensus was that if any competitive balance-related changes are made to a DMBO draft then they should be focused on the Summer Draft (when there is a greater advantage for the smaller market teams).) Consider adjusting the format of the Winter Draft so it serves as a type of modified MLB Competitive Balance Lottery. (See this thread for details)
  • Passed (A new Working Group will be created and will be chaired by Jon Carney.) Consider establishing a Working Group to devise a strategy for larger rosters with actual options, 40-man rosters, and Rule 5 implementation consistent with the vision of the league (somewhat realistic, not too complicated to implement or work with, and increases the fun of the league as a whole).
  • Tabled Consider resurrecting compensation picks. (See this thread for details)
  • Tabled Note: Qualifying offer mechanism discussion tied to compensation picks
  • Tabled Consider adding competitive balance picks to the Summer Draft. (See this thread for details)
  • The three final proposals were tabled after general interest and support but concerns we about assessing key aspects of the roster model, free agency, etc. and do not want to add more moving parts until those are finalized.

I have updated the Official Rules.

The only pending update is the third clarification point (Review and update wording (or missing wording) for September roster rules). I will update this once the EC comes to a conclusion.
